Postgraduate qualifications in Procurement
Infrastructure
Law
or a related discipline
with a strong foundation in procurement and contract management principals Minimum 10 years of senior-level procurement experience
including in infrastructure and international development contexts
with a proven track record of managing large-scale and complex procurement process Experience working in Papua New Guinea
the Pacific
or other developing country contexts
with the ability to navigate institutional and cultural environments while maintaining strict compliance with donor and government procurement frameworks Extensive experience leading and managing end-to-end procurement functions in government
donor-funded programs
or large organisations
including procurement planning
tendering
evaluation
contract negotiation
and contract management Deep understanding of infrastructure project cycles and construction contract management
including familiarity with Australian Standards (AS) and application of international donor-funded procurement frameworks Demonstrated knowledge of public sector procurement systems
compliance frameworks
and governance requirements
including Papua New Guinea's National Procurement Act
Commonwealth Procurement Rules (CPRs)
DFAT procurement policies
and international safeguards standards Excellent communication
negotiation
and influencing skills
with the ability to lead complex discussions
resolve disputes
and provide authoritative advice to executive committees and senior management teams Expertise in risk management and due diligence process
including identifying
assessing
and mitigating procurement and compliance risks across large portfolios Proven track record in building and leading high-performing teams
including mentoring
staff development
and strengthening organisational procurement capacity.
